I attended the First Keep Mesquite Beautiful Board of Directors meeting of the
year this morning.

Our Chairperson Susi did not make the meeting today, she was out sick.

First item we took care of was the approval of minutes of  last meeting, then
Cliff spoke to us about the Wildflower Trail / Park. The Treasurer and
Director's Reports were then given.

We were informed that at the KAB Conference we won a President's Circle
Award, that our Quickbook problem is being worked on and that we are going
to have a fund raising project in the form of a raffle.

We talked about how Christmas in the Park went and how much fun it was,
and we received  an $800.oo Donation from Wal-Mart.

Our board voted to change the Monthly meeting from the 2nd Friday at 7:30
AM of each month to the 2nd Monday At 11:30 AM of each month.

One of the most important things we did was approve a new set of KMB
Board Bylaws.

I mentioned to the board the I attended the City Parks & Recs. / Tree Board
meeting last night, and found out where the funds KMB won a couple of years
ago are going to be spent. The money is going to be put to work at  Motely &
IH30 and at Motely & IH30 interchange.  I'm sure Ernestine appreciated
learning this bit of informatioin, i know she asked about it at least twice
before.  I also told everyone I asked John Frame to have someone come
speak to the KMB Board about this subject.

Lastly,  we talked about upcoming events. On Feb. 1st is the 2nd Town Hall
meeting about Trails being held at Dunford @ 6:30 PM, on Feb 9th is go Red
for Women, Arbor day is Feb. 23rd KMB's plans are TBA, Taste & Trade is
March 27th, our next Trash Bash is April 21st  I'm on that committee and
working it,  the Real. Texas. Festival. is April 26,27, & 28, and the Rodeo
Parade is April 28th.

I asked if KMB would have an entry, not known yet if we are or not. I think we
should. If KMB is supposed to be one of the higher profile City Organizations
then we should be in it.  I know I am thinking about putting in my own entry,
but I will help put KMB's together; with litter control, and if the entry is placed
in front or behind mine I will help keeping an eye on it and helping with any
problems  that may come up.  But we will have to see what happens, things
could change.

Mesquite City Council held court today.   In there pre-meeting  the council was
briefed about the Joint MISD-City fiber Optic Project, and they discussed the
Pioneer Rd. Improvement Project.

Once inside the council chamber, Councilman Heiman was in-charge due to
the Mayor being out of town on city Business.

I seen several people there today, Treva Franklin, Evelyn Williams, Jami
Russell, Tony Vann, and Andy Leake were a few of the ones I saw.

During the Special Announcements, it was said that The first class of
Leadership Mesquite in 2 years was in attendance at today meeting.

As usual, no one from the Public spoke during the Citizen's forum.  Then
came the Consent agenda, which was approved unanimously. 1st by Pickett,
2nd by Monaco.

Several public hearings were held today.  The first one was to consider a
program with Ron Adams Insurance to promote economic development and
stimulate business and commercial activity in conjunction with the
development of an office building located at S. Bryan-Beltline  and New
Market Rd. No one from the public spoke on this, which then the  council
approved 5-1, a resolution approving the terms and conditions of the deal and
authorized the Mayor to execute the agreement. 1st by Pickett, 2nd by
Tarpley with Monaco against.

Next public hearing  was to consider Application #810-28 and consider an
ordinance for a zoning change from office to General retail at 300 W.
Kearney.  This was so that a pharmacy may operate on the site. The council
unanimously approved it, 1st by Monaco, 2nd by Pickett.

The next P.H. was postponed so that the applicant could come back to the
council with a new plan,  the applicant wanted  to originally conduct minor
auto repair at his place of business (State Inspection) on Galloway, ( the Fr.
Ben's tires) but which the council did not like in this particular location. So
more time was given to come up with a new idea or the Applicant would be
facing denial.

The next-to-last public hearing delt with application 1461-142 submitted by
Chtistian Care Centers Inc. and consider an ordinance for a zoning change
from PD-1211, PD-1920 and SP-832 to a Planned Development - Retirement
campus.  The property is located at the NE corner of  NW Dr. & IH-30 at 1000
Wiggins Pkwy.  The council gets along well with CCC and unanimously
approved the P.D. with a 1st by Monaco and a 2nd by Pickett.

The final P.H. of the day was the consideration of App. # 1397-26 submitted by
Richard King and to consider an ordinance for a zoning change from R-3
single family residential to office. The property is located at the SE corner of
N. Galloway Ave and Wilderness Trail intersection. The council unanimously
approved the change. 1st by Paschall, 2nd Tarpley.  This P.H. along with the
one which was postponed, shows what is coming to this part of Galloway in
the near future. Alot of development is coming and alot of money is going to
be spent and made. The specialty hospital built last year and Mesquite
Medical center's recent makeover already shows this to be happening.

The last task the council took up was appointing one member to the Mesquite
Industrial Development Corp. Ken Pace was named member. His
appointment was unanimously approved, 1st by Paschall, 2nd by Tarpley.

And that was the End.

Attended Exchange Club meeting today.  The Speaker today was Dana D.
Riley, Agency Relations Manager of the Volunteer Center of North Texas.  She
spoke to us about what the Volunteer Center is and what they do. How they
help those citizens that are in need. She also spoke about the Verifi program
there organization uses.

It was a very informative program, I learned alot about the Volunteer Center.

Art Greenhaw wrote an article in today's  Dallas Morning News newspaper
about what could be done with the Big Town site.

He wrote about using the site for building Dallas' first graduate school of
commercial music business management. He says that Dallas' music
industry should locate  a satellite operation/campus in eastern Dallas
county.  He writes that there is a need for this type of school here in the
Dallas area.

Now, I am not a musician and don't know how much of a real need there is
for such a school. But I do know something needs to be done with the old Big
Town Site and there are worse things that could be built, other than a
commercial music school. I'm sure other people have good ideas for the site
as well. But, until something is decided upon, lets consider all ideas.

2 Public hearings on Replats were given next, first one was the
consideration of a replat submitted by Analytical Survey Inc.  Mr. Jack Cook
spoke to commissioners about the Public Storage project located south of
Sorrento Dr. and IH-30 intersection fronting the west side of Sorrento Dr.. No
one from the public spoke. The Replat was approved unanimously; 1st Cruz,
2nd by Thompson.

Next replat, submitted by Nathan D. Maier consulting Engineers, Inc. on
behalf of Christian Care center, and was spoken about by Mr. Mike Daniel.
The property  is located at the NE corner of the NW Dr. & IH-30 intersection.
No one from the public spoke. The Replat was approved unanimously; 1st by
Thompson, 2nd by Stuit.

The last Public hearing, which involved zoning,  was to consider an
Amendment to Ordinance 3599, to allow the CUP to include the expansion of
the Once Upon a time  franchise, submitted by Bill French, located at 3501
Towne Crossing, Suite 205. This site is located in the TERRA district. No one
from the public spoke. The amendment was unanimously approved; 1st by
Cruz, 2nd by Allen.

At the end of the meeting, the Director's Report on City Council action
regarding planning and zoning issues was to be given, but the director was
not here tonight, so no report was given.

Immediately following the regular Planning and Zoning Commission meeting,
around 7:30 PM,  the Committee on design standards for the Military Prkwy -
Scyene Corridor, will have a discussion and possible action on the design
standards development process, the scope of the work, best practices, and
proposed standards.

Toreros Mexican Restaurant, located at US 80 & Galloway, burned down last
night-early this morning. I heard about it happening this morning and I went
down to see for myself this afternoon.  It is burned beyond repair, it will need
to be demolished. I took some pics,

What a great Exchange club meeting it was today! First I received my
certificate of membership to the National Exchange club.  I'm going to have
to buy a frame for it.

As for the speaker for today Cliff brought (even though he didn't show up
himself today) in Ted Chinn,  the Budget director for the City of Mesquite. I
know Ted, and  I first thought he was going to speak about his trip to Nepal
and climbing on Mt. Everest. But He came to speak to us about the city's
budget. Now  I find this more  interesting than Mt. Everest,  although a talk
about budgets and taxation isn't everyone idea of an good afternoon.  But I
listened and took in as much as I could, I would have taken notes if he hadn't
put his talk in the form of a game. Deal or no Deal, was his hook, his angle in
making his talk about budgets and taxes interesting .  I learned alot and
thank him for coming to speak to our group.

I  have read in the Mesquite News about the vandalism that occurred at
Paschall Park here in Mesquite. I wonder if can KMB do anything to help fix
the damage? Besides the  tire tracks, there was written about graffiti on
the parks concession building.  I think we can do something about the
graffiti.

I have also seen new graffiti on a wall near Wal-mart at 80 & Beltline and
some more new graffiti on the rear walls of the northridge shopping strip,
which faces Tisinger Elementary School.

Has anyone else seen New graffiti appear around town lately?
